It’s the service elevator they built into the radio tower.

Hazard’s security is…relaxed, as far as the tower goes.

I…I guess he figures he’s strong enough to handle it if anyone tried to board his ship.

You can walk right up to the tower like you could before he moved in, but you still need something to make the elevator run.
