Bird symbolisim! Pideons have a lot of symbolisim ’cause theyre a popular bird, they’re accociated with determination, (will not leave if food is nearby) a symbol of house and home, (they feast in swarms) and communication (carry messages). Also the general symbolisim of freedom (kept in cages)

So pidgeons with no eyes would maybe imply some kind of blind relationship, blind determination, a house/famila with no vision, or blind communication. Or perhaps freedom with no vision? We haven’t really got a lot of information on robots, but if they’re running a city they probably have some free will, But due to their machine thinking process lack the vision to grow or change?
