Did Ulrich agree to be friend with Phineas only so she would deal with Hazard-Raven and give him time to deal with Eisse-Rook?
Was he as insincere with Phineas as he was with Eisse? (I don’t want to believe this. I prefer to remember he really looked moved by her a couple time…)
Will he really go away without waiting for her? Or, if we must be cynical, hasn’t he another “use” for her?
What will happen with Eisse?
And, last but not least, who made this RRRRMMMMM happen, Ulrich, Phineas, Artemis, Hazard???

I can’t help it. I gotta do some theorycrafting on this one:
Theory 1: Ulrich knew the gun was empty. This is a symbolic demonstration of how he prefers to end these affairs: without killing, or at least with a bit of mercy.
Theory 2: While Ulrich knew full well the gun wasn’t loaded, he’s not firing to release a bullet. He’s basically using dramatic flair to summon his tremendous supposed luck, possibly evidenced by the last panel.
Theory 3: There’s actually something in the gun itself which acts as a remote trigger for a device that he put into place before he ever reached Eisse’s “room.”
Theory 4: The effect in the last panel is coming from the gun itself, but it is not being caused by something as ordinary and mundane as a regular pistol cartridge. Basically he has some sort of specialized ammunition in it.
Now to see if any of these are anywhere close to the mark…
